This is exactly what offers SmartCam, a free and open source application for Windows (XP and Vista. Obviously, it has another part that must be installed in the Symbian Series 60 mobile phone). Using bluetooth, it allows you to use you mobile phone as a webcam in programs like Skype and other video-chat programs.
Great news for all those people not owning a web cam in their PCs.
